The provocative adventures experienced in these scenarios are to provide an understanding for those who feel a sense of insulation by remaining motionless, guiltless, and even voiceless when the horrors addressed are dealt with as little more than administrative leave/vacation-with pay; portraying nothing more than a time out for child-like behavior. A shadow system of accountability exists and prevails however, more and more these performances that were once eclipsed as a prescribed method of how things have been curtailed are now being exposed and loudly applauded by technology that, now days, may be played and replayed on YouTube and MySpace or some other popular video sharing site.

Imagine driving in a car and a dark vehicle speeds up behind you, attempting to push you out of the way. There are two open lanes available for passing, but the vehicle, like in the movies, continues to chase. Eventually a cop is spotted or spots you and you are pulled over. Initially you are ecstatic to see him, thinking that he will help and he had to have seen at least part of the incident unfold. He proceeds to inform you that you were above the speed limit by five points but says he will knock it down to one or two and has to write you up because he had to come out of his hole! You protest and the officer states, 'who will 'they' believe? You or me?' His mind already made up that he would be the victor. Having the abashment of past historical expressions percolating in your face with no misunderstanding, no irrational behavior, absolutely no provocation only perpetuation of the past-forward. The sole reaction granted would be initial denial, unbelief, even disbelief, a tactic that must be succumbed to with little else to work with.

You protest the citation and receive a court date. You come supplied with documents

that will display the truth-but are denied permission to submit them by the judge. The D.A. says, 'Just pay the fine or you'll be squashed like a bug!' What's going on here?

How about just entering your parked car without the ignition being started or lights on. All of a sudden a pick-up truck crosses the lane and hits you head on. All vehicles are completely totaled and you escape with your life although very badly battered and displaying short-termed amnesia for several weeks from the concussion you received. Guess what? You get a bill from the ambulance/fire company about a month later stating that because your life was saved, here is your chance to show your gratitude! Better still, the guy who hits you was released on bail for an earlier DWI resulting in vehicular homicide.

It's the annual police fundraiser and flyers, phone calls even storefront solicitation is in full swing. An Asian-American store owner is approached regarding a donation. He declines to participate and is told, 'If you don't contribute, don't expect any protection or quick response if anything happens!'

Final illustration, I promise. An older gentleman was involved in a minor fender-bender; actually, nothing was dented, however, the other vehicle had a child as a passenger. The child was not in any type of restraint/car seat. The child received a busted lip, nothing more. The mother of the child decided to sue the elderly gent.

One morning a sheriff stopped by the elderly gent's home to serve him court papers, only to find an elderly woman returning home from burring her husband of many years. The sheriff stood for a second or two, only to utter, 'Someone is going to pay me for this trip!'

These episodes are disturbingly debasing, errant, insensitive and can only be deemed as a dubious role: one representing policy, the other, replacing or bypassing inalienable rights.

Not surprising to most but virtually all municipalities must write citations for just about anything because counties are completely deflated financially. Offences are enhanced and applied in order to generate money. Just fork over the funds, which is much easier when you become fed up with the court postponements and time-consuming procedures involved. Few put up little if any fuss because of the probability of feeling helpless and going against-'the law.' When the law is misapplied for revenue, the only recourse is to apply law the same way it was misapplied. The instances, in which law/commandments are misapplied, are reflected in a book that was portrayed in a humorous way but in many, many ways true and applicable. "Animal Farm," a George Orwell novel, used animals to represent a past society whose suspicious hypocrisies oddly reflects key elements in our own conduct and legal applications.

Pressure to yield to administrative legal tactics is a daily event and may not be so obvious to everyone-at least in the beginning. Bleeding blood from a stone seems to be a cumulative art and is now, a mandated practice. Compelling payment, say for DWI yet allowing folks to continue to drive protects the public from what exactly? The system created has been grotesquely convoluted and blurred creating an eddy that links judicial abuses with economics formulated to exhibit administrative legal performances over Constitutional interpretation and reinterpretation.

Solution: For the moment, keep those cameras rolling!
