While there are many ways to attract new visitors, content is still the key. With good content you keep people coming over again and it's also free advertising. When you have quality content, people will spread the word for free.

You can make your site work in a way that helps search engines to determine your site as an important one by doing some SEO (Search Engine Optimizing). There is a lot of information available how to do this effectively.
You can also submit your site/blog to hundreds of blog/site directories to get back-links and visitors. Try to get backlinks from trusted sites (with good content people will link to you automatically). Another way to get linked is to leave comments on blogs, forums etc.
Making money
OK, it's sounds all good, but how does this make me rich?
Find an affiliate program that fits your niche. Google AdSense is easy and fast to start with, but not necessary the best. Also, you don't want to drown your site with ads, it has to be user friendly. You can find heatmaps which show you what kinds of ads work the best and where you should put them.
